






On October 13, 2025, the National Development and Reform Commission (NDRC) issued an announcement soliciting public comments on the "Measures for the Implementation of Minimum Proportion Targets for Renewable Energy Consumption and the Renewable Energy Electricity Consumption Responsibility Weight System (Draft for Comment)" (hereinafter referred to as the "Measures"). The aim is to promote the high-quality development of renewable energy and support the achievement of the "dual carbon" goals. The core contents are as follows:
These Measures apply to the formulation, monitoring, and assessment of the minimum proportion targets for renewable energy consumption by energy users and the renewable energy electricity consumption responsibility weights for provincial-level administrative regions.
Minimum Proportion of Renewable Energy Consumption: The proportion of renewable energy consumed by an energy user in their total energy consumption. It is divided into theminimum proportion target for renewable energy electricity consumption(including all types of renewable energy generation) and theminimum proportion target for non-electricity consumption(including non-electricity utilization types such as renewable energy heating/cooling, renewable energy production of hydrogen, ammonia, and alcohols, and biofuels).
Renewable Energy Electricity Consumption Responsibility Weight: The target proportion of renewable energy electricity consumed by a provincial-level administrative region relative to the total electricity consumption of the whole society within that region. It is divided into thetotal consumption responsibility weight(including all renewable energy generation) and thenon-hydropower consumption responsibility weight(including other renewable energy generation except hydropower).
This target can be achieved through methods such as self-generation and self-consumption of renewable electricity, direct connection for green electricity, and green certificate/green electricity trading (transfer).
This target can be achieved through methods such as comprehensive utilization like renewable energy heating (cooling), renewable energy production of hydrogen, ammonia, and alcohols, and non-electric utilization of biomass energy.
Power grid enterprises need to closely cooperate with provincial energy authorities, increase investment in grid construction, and organize responsible entities within their operating areas to fulfill renewable energy electricity consumption obligations in accordance with the renewable energy electricity consumption implementation plan.
These include power supply enterprises, electricity retail enterprises, relevant electricity users, and enterprises supplying power from captive power plants. They need to cooperate in achieving renewable energy electricity consumption and enhance their consumption capacity.
The Measures specify detailed accounting rules for the comprehensive utilization of renewable energy in producing hydrogen, ammonia, and alcohols, which are divided into two categories:
The non-electric energy utilization from renewable energy produced and consumed, or purchased and consumed by enterprises, includes the energy consumption corresponding to the utilization of renewable energy for producing hydrogen, ammonia, methanol, and other raw materials; the total non-electric energy utilization of enterprises covers all energy consumption associated with raw material utilization.
The non-electric energy utilization from renewable energy produced and consumed, or purchased and consumed by enterprises, includes the energy generated from comprehensive fuel utilization, such as combustion, of renewable energy for producing hydrogen, ammonia, methanol, etc.; the total non-electric energy utilization of enterprises covers all energy generated from comprehensive utilization in forms such as fuel combustion.

The issuance of these Measures incorporates renewable energy-based production of hydrogen, ammonia, and methanol into the minimum non-electric consumption proportion targets and accounting system, providing policy guidance and institutional safeguards for the development of this sector. This is expected to accelerate the large-scale application of renewable energy in hydrogen energy and related chemical industries, promoting the green transformation of the energy structure.
